Another detail related with the implementation of the DISH project is the fact that a detailed SWOT analysis was developed before the implementation of the project in the country. The needs of the local society but also the challenges related with the development of this project were therefore carefully addressed before the realization of the projects various activities. Despite the fact that the specific project was initiated by the state (ministry of health) it was developed and monitored by a private organization Pathfinder transnational a series of organizations were participated in the various phases of the project (like the JHU/ CCP and the University of North Carolina).
